Peking, February 14, 1912.
Consuls at Hangchow having telegraphed the seizure of nine chests of Indian opium by Chekiang authorities on pretext that they were not covered by permit "to leave province to purchaser of the opium," consul-general at Shanghai was instructed by telegraph on 1st February to ascertain the facts, deny the validity of the provincial regulations, and make unofficial [?] representations [to the] revolutionary Government for release should the facts warrant.
